Snow Operations Update - 2/25/15

We promise there will be a time that we provide an update on something other than snow, but in the mean time the Salem Police would like to pass on the following:

Temporary Parking and Traffic Restrictions

No Parking Either Side restrictions remain in effect on many streets throughout the city. A handful of streets have also been made One Way's. As snow removal operations continue to widen certain streets we are removing unneeded restrictions. Residential streets not listed remain restricted to parking on the even side only. We encourage everyone to regularly check the list of streets on salem.com:

Snow Removal Operations

The Department of Public Works and their contractors continue to remove snow from key areas of the city. These plans are being evaluated and changed on a day by day basis. We ask that residents parked along main roads regularly check www.salem.com and for signs posted along their streets for information about snow removal. We are making every attempt we can prior to having to tow a vehicle for snow removal.

Police Operations

The Salem Police are continuing to adapt to the changing snow conditions. As complaints are received by our communications personnel officers are being assigned to investigate or we are contacting responsible agencies to respond. Prior to taking any enforcement action officers are attempting to locate the owners of motor vehicles. Our traffic division is regularly monitoring the changing conditions and updating restrictions as needed. During school opening and closings officers are being posted at schools to provide visible assistance as our call volume allows. Future Concerns

As we continue to move towards spring we echo our partners in other city departments in asking residents to clear storm drains of snow. A map of storm drains throughout the city is available on the city's GIS website at:

There is also significant continuing concern about snow on flat roofs. Homeowners and landlords should keep in mind the weight of snow as it accumulates. Check out this page from MEMA about the hazards:

The Department of Public Works has crews assigned to repair potholes on city streets. They are requesting that residents report any potholes through the SeeClickFix App on your phone or at www.seeclickfix.com.

Parking Restrictions and Temporary One Way Streets Update - 2/22/15

The Salem Police announce the following parking and traffic restrictions that will remain in effect until further notice. Due to the large amount of snow on city streets and in the interest of public safety we will be implementing a series of "Temporary One Way Streets" as well as maintaining "No Parking Either Side" on certain streets and "No Parking on Odd Side" on all residential streets. We realize these restrictions pose an inconvenience to many residents and plan to lift them as soon as possible.


Temporary One Way Streets

Some streets in the city are no longer capable of safely handling normal two way traffic due to snow accumulation. By order of the Salem Police Department these streets have been declared "One Way" until further notice as of Tuesday, February 17, 2015 at 7:00 am. Signage will be posted on the designated streets to inform motorists of the change.

No Parking Either Side

The "No Parking Either Side" restriction on certain streets remains in effect until further notice. Residents should park vehicles on the even side of residential streets not affected by this restriction in their neighborhood, on entrance corridors, or in off street lots until further notice.

No Parking on Odd Side

The Salem Police are maintaining the citywide "No Parking on Odd Side" of residential streets restriction until further notice. Residents should park vehicles on the even side of residential streets. If a street regularly does not allow parking on the even side of the street, continue to follow normal parking restrictions. In the event that parked vehicles do not allow for 12 feet of clearance in the street, no parking is allowed. Vehicles impeding the passage of emergency vehicles will be ticketed and towed.

Snow Emergency - 2/21/15

Update: Sunday, February 22, 2015 10:00 am

The Snow Emergency Parking Ban has been lifted as of 10:00 am on Sunday, February 22, 2015. Please remove all vehicles from municipal and school lots. Vehicles at school lots must be removed immediately to allow for snow removal operations to take place.

A reminder that the temporary One Way Streets, No Parking on Either Side, and citywide No Parking on Odd Side restrictions remain in place until further notice.


The City of Salem has declared a Snow Emergency effective Saturday, February 21, 2015 at 10:00 pm until further notice.

All vehicles must be removed from the streets; failure to do so may result in ticketing and towing.

Parking Restrictions and Temporary One Way Streets - 2/16/15

The parking restrictions will be reviewed by our Traffic Division and other city officials when the Snow Emergency is lifted. We anticipate that many, if not all, will remain in effect. Be sure to check back once the Snow Emergency has been lifted for details.

Snow Emergency - 2/14/15

The Snow Emergency Parking Ban has been lifted as of 2:30 pm on Tuesday, February 17, 2015. Parking and traffic restrictions remain in effect throughout the city. See www.salem.com for details.


The City of Salem has declared a Snow Emergency effective Saturday, February 14, 2015 at 3:00 pm until further notice.

All vehicles must be removed from the streets; failure to do so may result in ticketing and towing.

Update: Monday, February 16, 2015 @ 2:45 pm

The Snow Emergency Parking Ban will remain in effect until sometime on Tuesday, February 17, 2015. Once the ban has been lifted additional traffic and parking restrictions will be in effect. Check back to this site or www.salem.com for details.


Parking will be permitted in the downtown on street metered parking spots until 10:00 pm to accommodate businesses open for the holiday.

Parking Restrictions Update - 2/11/14

Parking restrictions will be reviewed following the storm that is starting on 2/14/15 and an updated message will be posted.


As our partners at the Department of Public Works continue to recover from the snowfall accumulated over the past two weeks and in the interest of public safety the Salem Police remind the public of the following parking restrictions currently in effect.

  • "No Parking on Either Side" on certain streets
    After evaluating certain streets in the city we have found numerous streets that can not accommodate parking on either side. Residents on these streets should park their vehicles on the even side of streets in their neighborhood, on main entrance corridors, or in alternate off street lots.   • "No Parking on Odd Side" of residential streets
    Due to snow accumulation on city streets we are restricting parking on the odd side of the street. Only park vehicles on the even side of residential streets until further notice.
    If a street regularly does not allow parking on the even side of the street, continue to follow normal parking restrictions.
    In the event that parked vehicles do not allow for 12 feet of clearance in the street, no parking is allowed. Vehicles impeding the passage of emergency vehicles will be ticketed and towed.
  • The Department of Public Works and their contractors will be completing snow removal operations around the city in the coming days. Be sure to regularly check www.salem.com for updates on related parking restrictions and work areas. Snow Emergency - 2/8/15

The Snow Emergency will be lifted as of Tuesday, February 10, 2015 at 6:00 am. Please remove all vehicles from snow lots, specifically the schools, as soon as possible.

The Salem Police plan to continue the odd side parking restriction on narrow streets and the no parking either side restriction on certain streets. We will evaluate the need to modify the restrictions once the snow emergency has been lifted. Check our website or www.salem.com regularly for updated parking restrictions.

Parking Restrictions Update 2/5/15

Snow removal planned for Sunday, February 8 have been canceled. Check back after the snow emergency has been lifted for updated parking restrictions.


As the City of Salem continues to dig out from the record snow fall of the past two weeks, the Salem Police remind residents of the following parking related information.

Parking Restrictions for Snow Removal

The City of Salem Department of Public works plans to continue snow removal operations around the city. To accommodate their operations the following areas will be designated as "No Parking". Please remove vehicles prior to the posted times or they will be subject to ticketing and towing. We have created a map of the following information as well.

Thursday, February 5, 2015

  • No parking permitted in the Riley Plaza lots on both sides of Washington Street and the Klop Alley lot and the Front St. lot, from 7pm to 7am.
  • No parking on New Derby and Derby Streets from Washington Street to Congress Street and Congress St. from Leavitt St. to Peabody St. from 9pm until 7am.

Friday, February 6, 2015

  • No parking on Lafayette Place and Chase Street from 9pm on Friday to 7am on Saturday as well as on Derby Street from Congress Street to Webb Street and on all one-way streets between Essex Street and Derby Street from 9pm on Friday to 7am on Saturday.
  • There will also be no parking in the Front Street, Crombie Street and Sewall Street parking lots from 7pm to 7am.

Saturday, February 7, 2015

  • On Saturday, February 7th, there will be no parking from 9pm on Saturday to 7am on Sunday on Palmer Street, Dow Street, Harbor Street, Park Street, Prince Street, and Harrison Street.
  • There will also be no parking from 9pm on Saturday to 7am on Sunday on Essex Street from Hawthorne Boulevard to Webb Street and for all one-way streets off Derby Street from Hawthorne Boulevard to Webb Street.

  • On Sunday, February 8th, there will be no parking from 9pm on Sunday to 7am on Monday on Ward Street, Peabody Street, Lynch Street, Perkins Street, and Pingree Street.

Temporary "No Parking Either Side" Restrictions

Due to the amount of snow accumulation on some city streets the Salem Police have temporarily ordered certain streets in the city to be "No Parking Either Side" until further notice. Vehicles parked on these streets will be subject to ticketing and towing. Residents should seek alternate on-street parking elsewhere on the even side of other roads in your neighborhood, on entrance corridors or at an alternative off-street parking lots such as Universal Steel, Church Street 6pm-7am, Salem Willows lot, Blaney Street wharf lot, and playground lots.

Temporary "No Parking on Odd Side" Restriction

In addition to the above parking restrictions the Salem Police have also ordered a "No Parking on Odd Side" restriction on residential streets. Vehicles should only park on the even side of the street. This order will be specifically enforced when vehicles limit the width of the roadway to less than 12 feet.

Should parking be normally restricted on the even side of a street residents may park on the odd side.

If vehicles parked on on the even side of the street limit the width of the roadway to less than 12 feet, no vehicles should park on the street

Snow Related Parking

The snow emergency parking ban will be lifted at 10:30 am on Tuesday, February 3, 2015. Residents should move their vehicles from alternative parking lots as soon as possible, specifically school lots.
We will be maintaining a parking ban on the odd side of residential streets. Vehicles on residential streets should only park on the even side of the street. This ban will be enforced specifically when parking on the street limits the width of the street to less than 12 feet.
In addition to the odd side ban, if your street is less than 12 feet wide when vehicles are parked on the even side of the street, no parking will be allowed on the street.
We understand this poses an inconvenience to some residents in tight neighborhoods, however we must maintain room for emergency vehicles to pass.

The following is from Acting Chief Mark Losolfo in regards to the parking ban:

In light of the significant amounts of snowfall that the City has recently seen, we would like to remind Salem residents that it is a violation of city ordinances to 1) place objects on city streets, such as chairs, cones, barrels, etc., for the purpose of reserving parking spaces; 2) throw or plow snow onto city streets so that it impedes travel. Following the ordinances below will help to ensure effective snow removal, the free flow of traffic and overall public safety. We appreciate your courtesy as we work together to dig out from this record breaking snow fall.

  • Section 38-7 Obstructions: No person shall place, erect or cause to be placed or erected within any sidewalk, street or highway any fixture or structure. Any such fixtures, structure, or property which has been erected, placed or left illegally in any street or sidewalk may be moved by an officer at the owner’s expense.
  • Sec. 38-12 Throwing or plowing ice or snow into streets:
    (a) No person shall throw, plow or cause the placing of any ice or snow in any street or sidewalk so as to impede or obstruct the normal use of the traveled way.
    (b)No person shall move snow piles or rows created by the commonwealth, the city's department of public services or their subcontractors; except that a property owner may remove and dispose of such snow in accordance with regulations of the commonwealth or relocate the snow to his own property. Under no circumstance shall the snow be moved or plowed onto an abutting property, sidewalk or street.
    (c)Any person violating this section shall be fined $75.00 for the first offense, $150.00 for the second offense and $200.00 for the third and subsequent offenses. Violations shall be abated within 24 hours of receipt of a notice of violation or warning. If the violation continues, each subsequent 24-hour period shall constitute a separate offense. All building inspectors, the director and general foremen of the department of public services, in addition to police officers, shall be enforcing persons for this section.

  • Sec. 38-13 Removal of snow from sidewalks: The owner of any building, structure or lot of land bordering on any street, lane, court, square or public place within the city where there is a sidewalk, including any curb ramp/cut, shall cause all snow that may be on such sidewalk and curb ramp/cut to be removed there from within six hours after the snow ceases to fall or the city's snow emergency lights are turned off, whichever time is later. If the snow ceases to fall and the snow emergency lights are turned off in the nighttime, the snow shall be removed before 12:00 noon. If he neglects to do so, he shall be fined $25.00 for the first offense, $75.00 for the second offense and $100.00 for the third and subsequent offenses. Violations shall be abated within 24 hours of receipt of a written notice of violation or warning. If the violation continues, each subsequent 24-hour period shall constitute a separate offense. The director of public services or the department's general foremen, all building inspectors, in addition to police officers, shall be enforcing persons for this section.
    This section shall apply to snow which falls from buildings as well as to that which falls from the clouds.

Snow Emergency - 2/2/2015

Update February 3, 2015 8:30 am

The snow emergency will be lifted at 10:30 am on Tuesday, February 3, 2015. Please remove all vehicles from city lots, specifically schools, as soon as possible.


Update February 2, 2015 6:45 pm

The snow emergency will remain in effect through out the night to allow for snow removal operations to continue. Please keep all vehicles off of the city streets. Vehicles parked on the street overnight will be subject to ticketing and towing. City officials will evaluate the need to continue the Snow Emergency or to implement any additional restrictions in the morning.
